SCO Power Game: Can Modi Balance China, Russia and India’s Interests?

Prime Minister Narendra Modi has arrived in Bishkek, Kyrgyzstan, for the 26th Shanghai Cooperation Organisation (SCO) Summit, where leaders including Chinese President Xi Jinping and Russian President Vladimir Putin are gathering. The two-day summit, beginning August 31, comes as the SCO marks 25 years of its existence. For India, this is much more than another diplomatic meeting—it is a test of how effectively New Delhi can protect its interests while sitting alongside two competing strategic powers.

India's position is complicated. Russia remains an important defence and energy partner, while China is simultaneously India's major strategic competitor. Modi is also expected to meet Putin, with defence, energy and trade likely to feature prominently. At the same time, any interaction with Xi could carry significance for India-China relations. This makes the SCO a diplomatic balancing act rather than a simple anti-Western or anti-China grouping.

The controversial question is: Can India really balance Beijing and Moscow without becoming trapped between them? China possesses enormous economic influence across Eurasia, while Russia remains deeply important to India's strategic calculations. India therefore cannot afford to completely alienate either country. Instead, New Delhi appears to be pursuing strategic autonomy—cooperating where interests overlap while refusing to surrender independent decision-making.

But diplomacy alone is not enough. India needs stronger trade, connectivity, energy partnerships and influence in Central Asia if it wants to compete with China's growing regional presence. Modi's Uzbekistan visit has already produced a stronger strategic partnership, while India's broader Central Asian outreach is expanding.

The real SCO power game isn't about choosing China or Russia. It's about whether India can make both powers understand that New Delhi has its own interests—and will pursue them on its own terms.
