Traffic Fines Could Be Added to Electricity Bills: What the Supreme Court Suggested

48 viewsWhat if an unpaid traffic challan could eventually become part of your electricity bill? The Supreme Court has suggested exploring exactly such a mechanism to recover large amounts of pending traffic fines across India.
During a hearing on electronic enforcement of traffic violations, a bench of Justices J.B. Pardiwala and K.V. Viswanathan discussed ways to make vehicle owners clear their unpaid e-challans. The court was informed that States and Union Territories have issued e-challans worth around ₹45,000 crore, while approximately ₹25,000 crore has been recovered, leaving nearly ₹20,000 crore outstanding.
The court suggested that authorities could explore adding unpaid traffic fines to electricity dues. The idea is that linking the two payments could create an additional incentive for defaulters to clear their penalties. However, this was a suggestion during the hearing, not an order that traffic fines will immediately be added to electricity bills.
The court also discussed other possible recovery measures, including restricting renewal of vehicle registrations, blocking ownership transfers, withholding fitness and Pollution Under Control certificates, and taking action against driving licences linked to unpaid challans. Random vehicle checks and possible vehicle seizure were also discussed.
The larger issue is enforcement: issuing thousands of e-challans has limited impact if fines remain unpaid. The court is therefore examining practical mechanisms to improve recovery while addressing the broader road-safety concerns before it.
